本書作者以市場化為框架,以中國農(nóng)村工業(yè)的興衰史為主線索來研究當(dāng)代農(nóng)村。本書指出,在市場化過程中,中國基層政權(quán)承擔(dān)了國家不可能承擔(dān)的責(zé)任,為中國農(nóng)民走向市場架起了一座精致的橋梁,扮演了市場中介的角色。在基層政權(quán)的帶領(lǐng)下,億萬農(nóng)村人以小型農(nóng)村集體為單位,扶老攜幼闖蕩工業(yè)市場,保障了自身的安全,贏得了全世界市場對手的尊重,換取了本地社區(qū)的文明與進(jìn)步,乃至全中國的穩(wěn)定和繁榮。 一個(gè)地區(qū)的基層政權(quán)能否扮演農(nóng)民與市場之間的中介,決定這個(gè)地區(qū)的農(nóng)民在市場中的命運(yùn)。農(nóng)民在市場中的不同命運(yùn)則決定中國社會(huì)的現(xiàn)狀。本書提出,基層政權(quán)能否發(fā)揮市場中介作用,取決于繼承回歸家庭耕作之前的基層政權(quán)組織形式和集體主義精神,在于農(nóng)村社區(qū)的凝聚力,也在于國內(nèi)的主流意識(shí)形態(tài)。對于中國農(nóng)村問題,學(xué)界有兩種不同的思路。一是主流思路,視基層政權(quán)為農(nóng)民貧困的原因,號(hào)召通過“轉(zhuǎn)制”、“海選”、“費(fèi)改稅”來削弱基層政權(quán)。另一個(gè)是此書表達(dá)的思路,即視基層政權(quán)為農(nóng)村社會(huì)的脊梁,認(rèn)為農(nóng)民、農(nóng)村社區(qū)、農(nóng)村基層政權(quán)三位一體,不可分割,所以號(hào)召信任、加強(qiáng)、和改善基層政權(quán)。 在書中,作者警告說,抽掉了基層政權(quán)這根脊梁,農(nóng)民就會(huì)重新淪落成一盤散沙,變成億萬條蠕蟲,積累貧困;農(nóng)村社會(huì)就會(huì)退化,甚至變成不安定因素的沃土。繼承在共產(chǎn)黨領(lǐng)導(dǎo)下組織起來的傳統(tǒng),在基層政權(quán)的領(lǐng)導(dǎo)下組織起來,農(nóng)民是千萬條龍,是中國現(xiàn)代化列車的發(fā)動(dòng)機(jī)。
